The link above contains a podcast from the Ontario Minor Hockey Association, and a corresponding story that both discuss the development, or lack thereof, in Canada. Much of the comments towards the Canadian system can be applied to the U.S. system as well.

Some of the comments from Brathwaite are quite amusing. His position also shows what is wrong with Canadian system. Goalie retires and becomes instant expert in coaching and running the programs.

Keeks commented on how much goalie workouts you can see at Ontario rinks and is dead on with his observations.

And there was one big error in the article. Finland started goalie coaching development in early 80's and Seden followed 10-15 years later. I think it is intentional error when Canadians say that Finn's and Swedes started their programs early 2000s. This may give them an illusion that things can be fixed quickly. There are no shortcuts, if you don't start grassroots coaches educational programs and build the foundation, things will not change. Once you start such a program, real results will start showing up 10-15 years later.
